He is the Managing Director of Scott Wilson Mozambique Lda. He has 19 years post graduate experience including extensive experience in the project management of Civil Engineering projects embracing the full cycle of feasibility studies, detail design, procurement strategy, the preparation of tender documents and capital cost estimates, and procurement
support. Having worked for Scott Wilson for over 15 years, Washington, is fully conversant with all relevant international best practice related to administrative procedures, professional quality control, health and safety, ethical standards, and environmental protection. Washington is fully conversant with the procurement guidelines and standard tender dossiers of the World Bank, EU, AfDB, ASDI, NORAD, DANIDA and other major multi-lateral development banks.
